High rate of context switches in ksoftirqd, mysql or java processes

If all of sudden ksoftirqd started to load CPU with context switches, it is likely the Leap Second issue. Fixable by:

service ntp stop
date `date +”%m%d%H%M%C%y.%S”`
service ntp start
